大作文题三:犯罪惩罚与技能培训

课堂推进:老师讲解犯罪类题目,帮助学生把“监禁”和“技能培训”都写出优点、问题和综合方案。

老师处理:老师补充 deterrence、incapacitation、petty crime、juvenile delinquency、serial killer 等表达,并说明轻罪重罪要区分。

Prison has two important functions. First, it creates deterrence because losing freedom is a serious punishment, and this may stop potential criminals from breaking the law. Second, it creates incapacitation: once dangerous criminals are locked up, they cannot continue to harm society. This is especially important for murderers, serial killers and other serious offenders. However, sending every law breaker to prison is not always wise. Prisons cost a large amount of public money, and petty criminals or juvenile offenders may learn more serious criminal methods if they are kept together with dangerous prisoners. Skills training can help some offenders stand on their own feet after release. If a person committed a crime because they could not earn a living, a practical skill may reduce the chance of reoffending. Still, this approach is not suitable for all criminals, especially those who deliberately choose crime for quick money or have already committed violent crimes. A combined approach is better: serious offenders should be imprisoned, while minor offenders can receive training, community work and strict supervision.

Some people think governments should subsidize fruit and vegetables to make healthy food more affordable, while others think governments should tax unhealthy food. Discuss both views and give your own opinion.

Subsidizing fruit and vegetables can make healthy food more affordable, especially for low-income families. It may improve people's diet and reduce the gap between rich and poor people in access to healthy food. However, this policy may also create a heavy burden on limited public funds. Organic fruit and vegetables are often expensive because they avoid chemical fertilisers, pesticides and herbicides, so long-term subsidies may cost the government a great deal of money. Taxing unhealthy food can also be useful. If fast food or sugary products become more expensive, people may feel reluctant to consume them on a daily basis, so the frequency of unhealthy eating may decrease. However, this policy can also have side effects. Higher prices may reduce consumption, hurt related businesses and even lead to unemployment. Therefore, a combined but moderate approach may be optimal: governments can subsidize some basic healthy foods and levy reasonable taxes on extremely unhealthy products, without placing too much pressure on public funds or the economy.

In some countries, older people who need employment have to compete with younger people for the same jobs. What problems does this cause, and what are the solutions?

When older people compete with young people for jobs, young workers may face fewer opportunities. In labour-intensive jobs, some older people may accept lower pay because they have less pressure to raise children, which makes them cheaper for employers. In more skilled jobs, older workers may have more experience and stronger networks, so younger people may find it difficult to move up. This can reduce young people's motivation and may even lead to talent loss if they decide to move to other cities or countries. Governments can address this problem mainly through policy and investment. One solution is to adjust retirement policies or increase the employment cost of hiring older workers in certain positions, for example through higher pension contributions. Another solution is to support new industries, especially high-tech industries, where younger people may have more opportunities and older workers may not have the same advantage in experience or networks.
